NEVER PANIC!
Staying calm is the most important rule of all.  Panic can turn a problem into a tragedy. Panic will only make things worse. Staying calm allows you to think clearly to save your life or someone else's.

IMPROVISE
In any situation, if you do not have exactly what you need, be prepared to use   whatever you can find.  Look around for possible substitutes. 

WEIGH THE RISKS
